Center Endowment for Educational Excellence

Our most important asset as a community, nation and world is our young people. The primary place, outside of the family home, of preparation of our young people for the task of joining productive society is the public school. A public school provides the academic and social knowledge and skills to function in our vibrant economy and democratic system of governance. The expectations of our schools are high and often they are called upon to provide services in other areas as well that include mental and physical wellness, socialization and after school programming. As this task list continues to grow in length and complexity, the resources to accomplish these tasks grow ever more constrained. The two most important resources are financial and human. The Center Joint Unified School District does fine work at selecting and hiring first rate staff members, but has little control over the flow of financial resources into the district. Furthermore, while CJUSD is an excellent steward of financial resources, many of the choices for fund allocation are determined from outside the district at the State or national level. Yet, an opportunity exists to both reduce the constraints on the finances of the district and increase the flexibility by which those resources can be used.
The Center Endowment for Educational Excellence (CEEE) was created in April of 2006. Subsequently the CEEE was granted the status of a tax exempt non-profit “501 3c” organization. The purpose of the CEEE is to raise funds to create an endowment to benefit the students, faculty and staff of CJUSD. While donations will be accepted from many sources, a locally based board will make decisions regarding the use of financial resources. Furthermore, by establishing an endowment fund, only investment income shall be used to fund programs and activities. This will insure that funds will be available in perpetuity. Finally, because the funds are raised independently of any outside governmental source, the CEEE will be able to exercise 100% local control over spending priorities.
The articles of incorporation of the CEEE have defined the following purposes of the organization:

a. By providing an ongoing and consistent source of funding for educating the whole child;
b. By establishing, supporting and prioritizing programs and activities within CJUSD which maximize academic achievement and enrichment;
c. By supporting programs in the performing and creative arts;
d. By providing faculty and staff development within the district; an
e. By establishing and supporting programs and activities which promote physical and mental wellness in both students and staff of the district.

It is a goal of this effort that a significant corpus of funds will be assembled in order that the CJUSD will be able insulate core programs of the district against the at times harsh swings of State and Federal funding for schools. It will also be crucial to meet all the basic budgetary needs of the core functions of the district and to implement new and expanded programs. This will provide long-term stability and consistency for CJUSD.
In order to achieve this goal it is believed that having an endowment that will provide an income stream equal to 10% or better of the annual District budget. Currently CJUSD has an annual budget of about $35 million.
Over the next 20 to 30 years it expected that as the remainder of District’s land area is developed with new housing and businesses the District’s enrollment will triple in size. Thus the budget will grow to be $100-120 million. Using a theoretical rate of return around 7.5% the required corpus would be $130-160 million to meet the goal of augmenting the budget by 10%. Therefore we have set $150 million as a long-term goal.

The CEEE also accepts directed donations for specific purposes. This enables donors to sponsor events and activities or respond to immediate needs.

The CEEE will seek funds from individuals, businesses and fund granting institutions.
